Grants Management in the Era of Accountability: Performance Measures in the Uniform Guidance
Successful management of Federal grants has always required skill, practice, patience, and even a little luck. As policymakers and the public have grown increasingly concerned about “wasteful government spending,” grants managers have had to adapt to new regulations and additional oversight. The use and analysis of performance measures is one tool the grants community can use to more efficiently and effectively manage grant awards.
This whitepaper examines the events and policies that resulted in the “era of accountability,” the implications of the new performance measures required under the Office of Management and Budget’s Uniform Guidance: Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (the “Supercircular”), and an overview of a successful initiative at the Department of Education to integrate performance measures into grants management.
