As Federal agencies are being asked to streamline and restructure to improve outcomes and drive efficiency into service delivery, many Federal leaders are rising to the occasion to champion change and drive transformation. Career leaders from across the Federal government are responding to the call for reform by developing best practices and lessons learned in leading government reform. While many reform plans are still in draft form and agency efforts to make major shifts in their structure and function are in the earliest stages, leaders at all levels of agencies are already forming strategies to achieve the needed changes.
The National Academy of Public Administration (the Academy) and Management Concepts (MGTC) partnered to conduct a series of conversations with leaders across multiple Federal agencies related to transforming the Federal government. The purpose of these seminars was to provide Federal leaders a forum to share their experiences through conversations about best practices and lessons learned in overcoming the multiple challenges associated with implementing significant organizational change. This paper documents the emerging themes and best practices that will need to spread throughout the Federal landscape if agencies are to achieve the aims of OMB 17-22.
